In Chorley town centre we have had excellent relationships with Jan De-Koning for many years with the provision of attractions. Last year we hired the Giant Wheel over the Christmas holiday period (3 weeks) and the professionalism shown by Jan’s team beforehand, through erection, operation and dismantling was second-to-none. Jan was extremely flexible in accommodating our needs regarding location, ticketing, promotion and operating times. The ride looked spectacular lit up in the evening and we have never had so much positive social media activity linked to any previous event we have held. 2011 was our first year of working with De-Koning Leisure. We challenged the owner to provide us with a big wheel that could work on a difficult site, logistically, in our city centre. We secured the services of Jan De Koning’s Giant Wheel for the winter wonderland experience in Bolton town centre for 2013/2014. This was the first time we had worked with Jan and his team and found everyone extremely professional, co-operative and enjoyable to work with. We had to have a number of site visits with Jan as we needed to make sure we could accommodate the Giant Wheel alongside the ice rink we also had on Victoria Square in Bolton, and Jan guided us through the planning stages right through to the build, operation of the wheel and de-rig with ease and great reassurance. De-Koning’s provided and operated a Giant Wheel on Bournemouth Seafront throughout 2017 which supported and enhanced our Seafront operations providing a fabulous attraction to visitors and residents. First and foremost can I just say it has been a pleasure to work with Jan De Koning and the members of staff that work on his wheel. They are a credit to his company. When we first had the idea of putting a giant observation wheel in Dudley, it was met with trepidation with businesses within Dudley. Some of the businesses were in favour, whereas others were totally against the idea and had other thoughts on how to attract footfall back into Dudley Town Centre. We have had a lot of media exposure, both good and bad, but the publicity has been priceless. The exposure has been brilliant and has drawn the whole of the town together. All businesses have reported an upsurge in sales by as much as 30%. As the Council representative at the Dudley Business Group, I have witnessed higher attendance since the wheel has been in Dudley and businesses are stating that this is the best money the Council has ever spent. We are eagerly planning for next year and all businesses are enthusiastic. It has galvanised the town; businesses are now working together and can see the long term benefits of having a major attraction within the town. As the wheel is positioned in a prominent part of the town, people who ride the wheel are able to see many local landmarks (including Dudley castle) for miles around the local area. The additional footfall within the town has been a key benefit to local businesses. This has been a major advantage for any local economy. We have seen increased footfall, extra spending within the local shops, cafes and bars and the ticket sales are higher than we expected to sell. Other local authorities have contacted me and asked how we managed to put the big wheel in our town centre. The arrival of Vue, the giant observation wheel, situated October 2013 on Civic Square, was a first for Ellesmere Port. Jan has a wealth of experience in setting up the big wheel, and made complying with health & safety requirements, structural engineering assessments, and setting up and taking down arrangements look simple to me. During the operation of the big wheel, Jan de Koning and his team were a pleasure to work with and they were always available for any advice needed. I can confirm that ACT (National) Ltd have been engaged by Giant Wheel Co. to provide them with health & safety advice and support. I can further confirm that we have prepared the original method statement and risk assessment (RAMS) for the erection of the Observation Wheel, and that these have recently been reviewed to take account of the introduction of the Construction (Design & Management) Regulations 2015. We believe the RAMS to be suitable and sufficient as required by the Management of Health & Safety at Work Regulations 1999.
